How qualifying works
All 54 UEFA member associations enter qualifying. They are split into 12 groups: the eight nations that reach the UEFA Nations League quarter-finals are placed in four-team groups, the remaining 46 nations form eight five-team groups. This protects Nations League finalists from a March 2027 fixture clash.
Each group is a double round-robin played across five international windows in 2027. The twelve group winners and the eight best-ranked runners-up qualify directly — that is twenty teams secured before any play-off ball is kicked.
Final group rankings use the standard UEFA tie-breakers: head-to-head points first, then head-to-head goal difference and goals scored, before falling back to overall goal difference. Identical to the EURO 2024 cycle.
Host nation rules — no automatic pass
Unlike previous EUROs where host nations were guaranteed a final-tournament place, the four 2028 host federations — England, Scotland, Wales and the Republic of Ireland — must enter qualifying like everyone else. They are drawn into separate groups so they cannot eliminate each other.
A safety net exists: two final-tournament slots are reserved for the best-ranked host nations that fail to qualify through the normal route. Rankings are based on overall qualifying performance (points-per-game, goal difference) across the four host federations.
Northern Ireland is not a host federation under UEFA rules even though Casement Park in Belfast is a venue. Northern Ireland enters qualifying through the standard route with no reserved slot.

UEFA confirmed five double-headers across 2027. Most national teams play 8 matches; nations in 5-team groups play 10.

The play-offs — March 2028
Whatever spots remain after the direct route fill via play-offs in the 24–28 March 2028 international window. The exact play-off structure depends on how many host reserved slots are used:
If both host slots are activated, eight teams contest two play-off paths for two spots. If one host slot is used, twelve teams contest three paths for three spots. If no host slot is needed, eight teams fight through four home-and-away ties for four spots.
Play-off entrants include the lowest-ranked qualifying runners-up plus UEFA Nations League group winners who did not progress through their qualifying group — a Nations League safety net that survives from previous cycles.
After qualifying — the final tournament
24 teams arrive across 10 host venues for a 51-match tournament from 9 June to 9 July 2028. Group stage matches kick off at 14:00, 17:00 and 20:00 local time. The opening match is at Cardiff’s Principality Stadium; the final is at Wembley.
Six groups of four play three matchdays each, the top two from every group plus the four best third-placed teams reach the round of 16. Three weeks of group football, then a knockout that flows from Round of 16 through to the 9 July final.

When is the EURO 2028 qualifying draw?

Do England, Scotland, Wales and Ireland qualify automatically as hosts?
No. All four host federations play qualifying. However, up to two reserved slots act as a safety net for the best-ranked hosts that fail to qualify directly.
Why is Northern Ireland not on the host list?
